In this capacity he presides at hearings for variance requests to the municipal zoning ordinance, adjudicates the cases with other Board members and writes opinions granting or denying the requested variance, time extensions, etc. for real estate matters such as easements, setbacks and other relevant zoning and land use issues. Mr. Maccagnan has experience in all aspects of the application process for the Pennsylvania Agricultural Conservation Easement Purchase Program; from initial application into the Agricultural Security Area in the local municipality to the requirements for the Conservation Plan.
