Pennsylvania's Legislative Budget and Finance Committee, in response to PA Senate Resolution 2010-383, conducted a comprehensive review of the Commonwealth’s inventory of real property, roadways, bridges, and waterways, including who owns the mineral rights under such properties, and made recommendations for improving how real property is inventoried, how surplus property is identified and sold, and how mineral rights are identified.
