Bio
Mr. Noonan is currently a Senior Planner with KCI Technologies in Hunt Valley Maryland. Mr. Noonan has over 35 years of experience in local, regional and statewide planning, with the Maryland Department of Planning, prior to joining KCI. Most recently, he was Director of the Infrastructure Planning Division His responsibilities included evaluation of the impact of transportation projects on growth and development, determination of project consistency with Maryland’s planning statutes, review of NEPA documents, and determination of project consistency with Maryland’s Smart Growth Initiatives.. He conducted research on Adequate Public Facility Ordinances practices and wrote a Models and Guidelines document providing guidance to local governments regarding the implementation of that planning tool. Previously, he served as Director, Local Planning Assistance Division where he managed a statewide staff providing assistance to local governments in preparation of local comprehensive plans, drafting of zoning and subdivision ordinances, preparation of development design guidelines and comment on local policies.
