John serves as Brandywine Conservancy’s Associate Director of the Environmental Management Center. He manages the Municipal Assistance Program, which develops and implements planning techniques that recognize ecological principles in the context of economic, social and political realities. A Certified Planner, John has over 28 years of experience in land use and environmental planning in PA, MD, VA, and OR.

Mr. Theilacker provides land use and environmental planning assistance to municipalities in southeastern PA through the Conservancy’s Municipal Assistance Program, and has recently authored several zoning ordinance amendments on behalf of townships that chose to regulate the use of accessory solar and wind energy systems for residential, commercial, industrial, and other uses.
